This is what I believe to be a scabbard for a curved short sword, like the Japanese Shirasaya Samurai Tanto Sword. I know very little about the Japanese blades and so the best I can do is describe it and you also look at the pictures and decide for yourself just what it is ==== any info from those in the know is appreciated. It appears to have had something around the body a short ways down form the top and also appears that there was something around the bottom that also is missing. It does have a collar around the throat and is painted in a black lacquer. There is a split in the edge of it that I tried to take a pic of, but it is hard to see and closes up quite well. I picked this up with several boxes of parts form an estate of an older gunsmith and am sorting thru things = mostly gun parts and grips.
