I believe from my research that this is a 1939-19 42 era Lionel Whistle Tender. The piece is in descent shape. Theres really no damage that i can see, and the guys inside look pretty descent too. It is very old, but has survived i do believe. I have not tested it or had it on a track, so please feel free to ask questions
