This is a Lionel 3830 Flatcar with an Operating U.S. Navy Submarine from 1960-63. Yes, the submarine actually will operate underwater! It is rubber band powered. You wind up the nose cone to energize it. It has an on-off switch, plastic trucks, operating knuckle couplers, and metal wheels and axles and adjustable rudder and elevator. T are a couple of minor scratches on the top of the flatcar and submarine, but they are intact. This item has been inspected and serviced by our authorized Lionel service station.
