Let me say first that this is an official licensed Michael Godard clock manufactured by Petro Enterprises. The box that this came in says "Burning It Up" and the photo is "Shoot the Wad". The photos are of the clock that comes in the box which is "Shoot The Wad". You can go to the Petro Enterprise website and see this clock- it is not a cheap reproduction! When you plug the neon in, the outer tube will blink on and off. To leave the outer neon on all the time, pull the chain once. To turn both neon tubes off, pull the chain once again.
