7 Patrick County VA 1909 Letters Prohibition & Whiskey Making 1. Dec 22, 1908 letter signed by E.J. Harvey - circuit judge for the area that included Patrick County (from 1899 to 1904) E.J. Harvey represented Carroll, Grayson, and Patrick in the State Senate - then he served as a Circuit Judge for a while - then he was elected again to the state senate to represent Patrick, Henry and Pittsylvania Counties in 1931, but died in the middle of his term - Judge Harvey was a notable Patrick Countian and he wrote that the new Virginia "no license territory" law, could the Byrd Liquor Law, could not send product to NC and be in compliance with VA Law - a very interesting Judge's opinion on the Byrd Liquor Law 2.
