This is a Bell System coin leveling tool,it was inserted in the hole above the money box in the lower housing and was used to level the coins. When the installer went out on a case of trouble and it was a jammed hopper or a full money box this tool was used to clear it. The installer reported the level of the coin which this tool measured and the public telephone office knew how fast they had to get out there bassed on the level. Another rare item.
