Medal "For Valor" was established by the Decree of the Presidium of the USSR Supreme Council of 17.10.1938 on the establishment of the medal "For Valor" . The Statute of the medal reads: " Medal " For Courage " established an award for personal courage and bravery shown during the defense of the socialist fatherland and the performance of military duty . Medal "For Valor" is awarded to soldiers of the Red Army , the Navy , border and internal troops and other citizens of the USSR . " "For Valour" - the highest medal award system of the USSR . Medal "For Valor" since its inception has become especially popular among soldiers and valued because it awarded solely for personal bravery in combat. This is the main difference between the medal "For Valor" from some other medals and awards , which often were given "participation ." Basically medal "For Valor" awarded the rank and file , but also she was given and officers (mostly junior level ) . Soldiers fighting in the Red Army free parts , on-time completion of sentence deprived of military rank and honors which were restored after release. For their bravery , courage and heroism of the men penalty units could be awarded. Almost all awards received in punitive parts were medals "For Valour" .
