Package does not include liner--steel pot with straps only. Keep in mind, the helmet is not new--anywhere from 60 to 68 years old, so the chin straps may be a bit faded. (Buyer chooses which style of straps: Picts. 2&3, snap style. Picts. 4&5 Vietnam style). Yet the straps are stress-tested to at least 10 lbs.; so they are nice and solid. Also, the bales on the helmet are sound, free swinging bales. The rim around the bottom of the helmet is joined at the back of the helmet--according to some experts an indication that the helmets were those used in the Korean and Vietnam wars. Yet other experts insist that the M-1 helmets with the rim joined in back were also used in the later part of WWII. If you want some memorabilia from a bye-gone era, or want to use the helmet for something else, such as a patriotic piece for display, a gift to someone to give them a touch of atmosphere of a time in history, or for other uses, small animal feeder, etc., etc., limited only by the limitations of one's imagination, then this is a great buy. The "steel pot" itself wasn't made to be worn without a fiberglass liner.
