This a nice United States Navy Cross & Bar Created by act of Congress on 4th Febuary 1919...this award is awarded for acts of extraordinary heroism or distinguished service in the line of the personnels profession.. however it doesn't take precedence to the Medal of Honour or the Distinguished Service Cross..infact under Navy regulations it becomes more complicated...
