Mint NH USA Scott #1058b 4¢ Lincoln Wet Printing, Bureau Precancels, 5 Pairs for Minneapolis, Long Beach, Pittsburgh, Dallas and Portland Although the USPOD's Philatelic Sales Agency was quite customer service oriented during this time, it was NOT permitted to sell these BUREAU precancels to anyone who did not have a precancel permit for Mpls.
