I'm no expert but I think it is silver on brass because the embossed garlands have purposefully been made to show their relief in brass against the silver - which looks very impressive. This is a recent hand down from my gran and has been in the famiy a long time (see my other items)...not sure about the date though. Has 'CL J 491' engraved in tiny letters on the base but my phone camera won't pick it up. I bet this will come up like a mirror with the correct cleaning/dubbing because it has that blacky/dark brown silver patina all over it. 9.25" dia at top, base is 5.5" dia, and height is 6".
