This version of the Tyco Steam Whistle Billboard is the version that was included in Tyco train sets, which is why the box is smaller than the version that was available as a seperate accessory. Tyco Whistle Billboard ..... ( electrically operated by push button, included ) ( no number on the box because it was included as an item in a train set ) Part of Tyco's Action Accessories Sealed Contents..... because this was a train set item, the outside of the box was not factory sealed. Instead, the contents were sealed in a plastic bag ( except for the 2 cardboard billboards which were loose inside of the box to prevent them from bending ). Includes both billboards ..... Maxwell House Coffee and Payday Candy Bars The Instruction Sheet is printed on the reverse side of the cardboard insert that is directly behind the plastic on the top of the box.
