this is a very ornate brass handled pair of desk top scissors with metal blades .The scissors are 15 cm long and sit in an 11cm very ornate brass sheath.There are face patterns and assorted swirls patterns etc on both scissors and sheath.Handles unscrew from blades.Not sure of date as I am no expert but in pretty good nick for their age.
