I've never seen anything like this before--a hand-crocheted child's apron, one of two, no doubt made for a party appearance. It appears to be un-used, except maybe for that one party, and has never been washed. The neck strap is a circle; there's also a waist tie. In beautiful condition, no rips or tears. It could use a nice gentle soak. I have another of these, made by the same dear lady, who passed away in the 1970s when she was in her nineties.
