I hope the pictures will help you decide on the condition and value. In excellent condition, it could do with a very light polish to remove some very minor black marks. No damage. It does turn but there is no lead. Clearly hallmarked London H.H.P small r for the date letter. The cartouche has been engraved with a 'M' and a crown above.
