This is a WWI local award medal from Clinton County, New York. It is a very good quality two-piece bronze medal made by the Whitehead and Hoag Co. This is a Type WH16 in Planck's catalog of WWI local medals. That is one of the scarcest of the recognized W&H designs, with only three issues (Clinton county, Chicago, Illinois and Dayton, Ohio). It is also one of the few WWI locals to use General Pershing as the central design feature. In addition to this medal given to the troops at the "WELCOME HOME" celebration in 1919, Clinton County awarded a WWI service-victory medal. Clinton County is in the extreme northeastern part of the state, along the St. Lawrence River. Plattsburgh is the county seat. I am about 95% through listing some 200 different New York State WWI local Victory and Service Medals and groups.
