It's for the NAVY TASK GROUP JTF-8 and JTF stands for "JOINT TASK FORCE" I can't read the bottom of the lighter but he got is from the mid to later 1960's. Great Vietnam Lighter for the Serious Collector. On the back side of the lighter is a slight push.
