This is a American Brilliant Cut Glass Tray by Blackmer in the "Columbia" pattern. This is a very sought after pattern in water clear glass. The tray measures approximately 11.75 long x 7.75" across x 2.25" deep. T is a chip to one tooth, (approximately 50% loss). T are a few nicks which are immeasurable, to a few other teeth, but this piece still displays beautifully in my opinion. This glass has been tested and is guarenteed to be from the ABP period.
