This is an antique Police Officer's Come-Along, Nippers, Handcuff. I have done a considerable amount of internet research on this item and I am 99% sure that it was made by Phillips in the early part of the 20th century. I am not 100% sure as there are no manufacturer's marks imprinted on this piece, but after looking at hundreds of these online, Phillips is the only manufacturer that made a nipper which looks like this. Phillips had an original patent in the later 19th century and then improved upon the original design. In my opinion, and I am not a police handcuff expert, it looks like the third generation of the original patent and that model was made in the early 20th Century. It was found at an estate sale among a number of other police items which I know was owned by one officer who served between WWI and WWII. It is in very good shape and works well. I would not want these applied to me!
