This Texas Ex- Ranger's Visitor Convention badge is from the July 22-24, 1931 reunion in San Angelo and Christoval , Texas . As you can see in the scans the metal top-clasp has a rainbow logo and the name written in the card appears to be "Chas. Gibs, Gordon , Texas ." I assume Gibs is the original wearer of this visitor badge. According to the excellent website of the Former Texas Ranger Association (the current name for the Texas Ex-Ranger's Association), the movement to create the association was begun by in 1897 by one of the most famous Texas Rangers ever known, Ranger Captain John S. "Rip" Ford. The website also mentioned that Ranger Captain M.M. McKinney later held a meeting of surviving Texas Rangers in Austin in March 1897. At the meeting a resolution was passed to form an Ex-Ranger Association whose membership would include honorably discharged Ex- Texas Rangers. The members declared the organization would be a benevolent and social organization and dedicated to collecting and preserving the history of the Texas Rangers. The badge measures about 2 1/8 inches wide (the top bar) by 5 - 5/8 inches long.
