Sam'l Watts Porsmouth, VA Sir, I have to acknowledge the receipt of your letter of the 16th Inst. Enclosing a communication addressed to you by Dr. T. J. Tabb, in reference to the Laguayna Consolate; and to inform you, in reply, that the appointment as consul to that port was conferred on Mr. Nicholas J. Kafe, on the 9th of Febraury.
