This festive chop plate is USA made by Franciscan. I believe this is one of their El Patio line, glossy flame orange, which was produced between 1939-1947. The plate measures app. 11-1/2" across. Its rich, deep orange has a faintly mottled look. Franciscan's early patterns were bright, solid colors that imitated the earthenware of Mexican folk pottery. Please excuse the flash glare. It is in very nice condition with no chips or cracks. The round Franciscan stamp is on the back.
