1908 WASHINGTON FRANKLIN SCOTT# 344 SCHERMACK w/CONTROL PERFIN DES 91-1. Perfins Catalog Des 91-1, the user is Unknown. This pattern has long been thought to be the original experimental pattern of the Schermack Company, later being replaced by the 9 hole pattern. Control Perforations were available as an option to personalize stamps by user, to prevent employee theft, on the Schermack Mailing Machines starting in late 1909. They were quite popular through 1910 after which they were slowly discontinued, first in New York and later in Detroit and Chicago. The last known usage was in 1914. This is a very interesting area to collect. Their history and usage was recently documented in a six article series, February thru July, in The United States Specialist.
